Export Packaging and Labelling for Flag Orders: What Importers Should Specify
Most flag orders go wrong at the packaging stage, not the printing stage. The artwork is approved, the colours are confirmed, and then the shipment arrives with unlabelled polybags, mixed carton counts, or a retail barcode stuck in a place the scanner cannot reach. The fix is simple and costs almost nothing: write the packaging and labelling requirements directly into the purchase order, before production starts.
This guide covers the decisions importers should lock down with a flag supplier such as flags-factory.com — from inner packaging and barcode placement to master carton marks, palletisation and the documents that travel with the container.

Start With the Sales Channel, Not the Carton
Packaging follows the route the flag takes to the end customer. Confirm the channel first:
- Bulk / trade supply — minimal inner packaging, larger carton counts, product simply protected in transit.
- Amazon, marketplaces and 3PL fulfilment — individual polybags with scannable labels, correct FNSKU or ASIN barcode, and no mixed SKUs per carton unless the fulfilment centre allows it.
- Retail and private label — retail-ready packaging, hangtags, header cards, branded polybags and shelf-ready cartons that can go straight to the shop floor.
- Institutional and government tenders — often strict labelling rules, specified carton sizes, and marking of contract or tender numbers.
If you supply more than one channel, say so. A supplier can usually run a retail-ready line and a bulk line from the same production batch, but the packing instruction has to be set up in advance.
Inner Packaging: Polybags, Folding and Ticketing
Polybag specification
- Bag type and thickness (for example, a low-density polyethylene bag or a self-seal bag).
- Whether the bag must be perforated, and whether a suffocation warning is required — many markets expect this on bags above a certain opening size.
- Whether the bag should be plain, printed with your logo, or left clear for a retail barcode to be read through the film.
- Closure method: self-adhesive flap, tape, or a twist tie (states which closure you accept).
Folding method
Flags can be folded flat, rolled, or folded around a card header. Specify the fold dimensions you want, because a flag folded to fit a standard shelf box is a different operation from one folded loosely for bulk. For grommeted or rope-finished flags, state whether the heading and fittings should be protected with card or padding so they do not press into the fabric.
Ticketing and inserts
Confirm if you need hangtags, care labels, size or material stickers, or instruction inserts inside each bag. Send the artwork as a dieline-ready file and state who approves the print proof — and by when.
Barcode and Labelling Requirements
Label placement is the single most common cause of rejected deliveries at fulfilment centres. Be explicit:
- Retail barcode: UPC, EAN or GTIN, printed or labelled on the polybag or hangtag, on a flat, unwrinkled surface.
- Marketplace labels: FNSKU or equivalent, covering any other barcode, with quiet zones left clear so the scanner reads it first time.
- Carton-level barcode: ITF-14 or SSCC-18 on the master carton if your customer or 3PL requires it.
- Country of origin: marked on the product, the retail pack, or the carton as the destination market requires. State the exact wording you want, for example “Made in China”.
- Textile information: fibre composition and care instructions, worded to satisfy the destination rules (US textile fibre labelling rules, the EU Textile Regulation, and similar national requirements).
Provide your label content as plain text, not as an image, so the wording can be checked against the artwork. Where a language is required for the destination market, say which one.
Master Carton Specification
Cartons are where a loosely written order becomes an expensive one. Specify:
- Carton dimensions and the board grade or flute type you expect.
- Pieces per carton, and whether cartons must be single-SKU or may be mixed.
- Maximum gross carton weight, so the packing line stays within manual handling limits in your market.
- Sealing method — water-activated tape, pressure-sensitive tape, or strapping — and whether you want a tamper-evident seal.
- Inner protection: tissue, kraft paper, or an inner liner for flags going into humid destinations.
- Carton strength expectations, and whether your buyer requires transit or drop testing. If testing is required, confirm it with the supplier before production so samples can be built to the correct specification.

Shipping Marks and Carton Coding
Every carton should carry a clear, printed mark. A practical minimum set:
| Mark | Why it matters |
|---|---|
| Buyer name and PO number | Matches the carton to the order at the warehouse door |
| Item / SKU code and description | Prevents mixed-SKU receiving errors |
| Carton x of y | Makes short shipments visible immediately |
| Quantity per carton | Speeds up counting and inventory entry |
| Gross / net weight and dimensions | Needed for freight booking and pallet planning |
| Country of origin | Customs and destination marking requirement |
| Handling symbols | This way up, keep dry, do not crush |
State your preferred font size and whether marks should be printed directly on the carton or applied as labels. Printed marks survive handling better; labels are easier to change late in the order.
Palletisation and Container Loading
If the shipment is palletised, confirm pallet type and size (for example, a standard Euro or 1200 x 1000 mm pallet), stacking pattern, maximum pallet height, stretch-wrap and corner-board requirements, and whether pallets must be heat-treated and stamped for the destination country. For loose-loaded containers, specify the loading pattern, floor-to-ceiling stability, and whether any cartons must be kept off the container floor.
Documents and Final Checks
Ask for a pre-shipment packing list showing carton count, dimensions, weights and SKU breakdown, plus photographs of the packed cartons and labels before the container is sealed. A few photos taken at the packing stage are far easier to resolve than a claim filed after arrival.
